UNHCR Pledging Conference 2017

Thank you Chair,
The recorded number of refugees and IDP’s is higher than ever and the displacement situations ever more protracted. The resulting impact across the world is profound; displacement is now recognized as one of the defining global challenges of our time.
 

The High Level meeting in New York in 2016 reaffirmed the 1951 Convention, endorsed the Comprehensive Refugee Response Framework as the basis for addressing the global displacement challenge and set the course for the process towards the Global Compact on Refugees. Denmark lends its full support to UNHCR leading this process through engagement with States and other relevant stakeholders.

It is essential that UNHCR approaches this in the right manner, based on its core protection mandate. The process calls for new partnerships that extend well beyond the humanitarian actors and places refugees on the development agenda – whilst still ensuring respect for humanitarian principles.

 I am very pleased to announce that we today – subject to Parliamentary approval – pledge DKK 320.5 mill. (app. 45.8 mill. USD) to UNHCR for 2018.

The contribution follows our strategic partnership agreement aiming to improve funding predictability and operational flexibility;

Contained herein is a pledge of DKK 160 mill. (app. 22,8 M USD) as core contribution which is entirely un-earmarked.

The pledge also encompasses DKK 160.5 mio. (app. 23 M USD) for emergencies as well as protracted situations.

Included in this amount is also a sum of DKK 20 mill. (appr. 2.8 M USD) for creative, solutions oriented activities of a strategic nature.

We realize that the failure of States to prevent crisis from erupting and the inability to find political solutions to on-going conflicts, only adds to the workload and demands of UNHCR and other humanitarian organisations.

• We share the concern of the widening gap between humanitarian needs and available resources. We welcome UNCHR's efforts to explore new avenues, not least through increased emphasis on private sector fundraising. We also support your efforts to engage in new partnerships, including with development actors such as the World Bank especially in the light of the Comprehensive Refugee Response Framework.

As already mentioned, the coming year might very well be one of the most important years in the history of UNHCR and the implementation of the Comprehensive Refugee Response Framework and the process towards the adoption of the Global  Compact on Refugees will demand our full attention. We must all seize the opportunity to take this process forward.

To conclude, let me reaffirm that Denmark will continue the be a staunch supporter of UNHCR as the key agency in ensuring the protection of displaced people, now and in the future. We are ready to engage constructively and creatively in the process towards the adoption of the Global Compact on Refugees next year.
