Mr. President,

Denmark warmly welcomes the delegation of Belgium and thanks it for the informative national report as well as for its presentation here today.

Denmark welcomes that Belgium during its first Universal Periodic Review accepted recommendations to ratify the Optional Protocol to the UN Convention against Torture. Furthermore, we are pleased to learn, from its national report prepared for this UPR, that Belgium is doing everything possible to ratify the Optional Protocol as rapidly as possible. We would be grateful, if the delegation could elaborate on the concrete steps being taken.

Denmark furthermore recommends that the Government of Belgium intensifies its efforts to ratify the OP-CAT.

Denmark was pleased to note that Belgium during its first Universal Periodic Review accepted recommendations to establish a national human rights institution in compliance with the Paris Principles. We also took note of the subsequent work that was undertaken to honour this commitment, including the decision to create a human rights mechanism that complies with the Paris Principles in the Government agreement of October 2014.

Although Denmark recognizes that Belgium already has several bodies that partially carry out the functions of a NHRI, we believe that the establishment of an A-status NHRI would improve the ability to effectively monitor and contribute to Belgium’s ongoing work to promote and protect human rights.

Denmark therefore recommends Belgium to expedite the establishment of a national human rights institution in accordance with the Paris Principles.
