Statement of Denmark.

Mr. President,
 By bringing attention to how unregulated use of private security providers can severely jeopardize the protection of the right to life, the Special Rapporteur on extrajudicial, summary or arbitrary executions brings focus to the essential need for oversight and accountability of States.

Denmark strongly supports the rule of law, which is crucial to ensure accountability and prosecution of offenders, but also to ensure protection and rehabilitation of victims and their families.

Denmark wishes to ask Mr. Heyns if he has identified any groups at particular risk of becoming targets of private security providers that for instance provide law enforcement services on behalf of the State?

Mr. President,
Among the many major challenges, the report of the Special Rapporteur on internally displaced persons highlights the need to focus on the protection of IDP’s in their countries of origin and how to support integration of early recovery, livelihoods and resilience-building.

Denmark agrees that to deliver coherent, sustainable solutions for IDPs, we must link humanitarian action and development cooperation. This includes remedying the need for displaced people to undertake secondary journeys in search of safety and dignified livelihoods - without compromising humanitarian space and principles. It was with this in mind that Denmark was among the founding members of the Solutions Alliance focusing on operational partnerships among relevant humanitarian actors.

Denmark wish to ask Dr. Beyani, what his primary recommendation is for States who wish to help IDP’s closer to their homes?
