Statement by Denmark on the human rights situation in Ukraine, 19 December 2019

UN Human Rights Council
Presentation of 24th report of the Human Rights Monitoring Mission in Ukraine, 19 December 2019
Intervention by Denmark
Denmark fully aligns itself with the statement made by the European Union.
We welcome this opportunity to discuss the important observations by the Office of the High Commissioner for Human Rights on the human rights situation in Ukraine. We deeply regret the continuation of hostility and the devastating effects that the conflict in Eastern Ukraine has for the civilian population, not least those living close to the contact line.
The conflict - now in its fifth year - impacts millions of people, whose lives are marked by enduring insecurity. Only the full implementation of the Minsk agreements will bring an end to the suffering and allow due respect for human rights. We remain deeply concerned by the human rights violations in the conflict-affected parts of Ukraine. As reported, the number of human rights violations has increased. Reports of violations of the right to a fair trial, arbitrary detention, ill-treatment, torture and sexual violence are deeply disturbing.
We support the sovereignty and territorial integrity of Ukraine and denounce the illegal annexation of Crimea by Russia which has led to serious human rights violations. Russia’s use of military force around the Sea of Azov has no justification, and Russia should immediately release the Ukrainian seamen.
It is of great concern that International Human Rights actors and monitors are still not granted full, free and unhindered access throughout Ukraine, not least to Crimea and to the self-proclaimed people’s republics.
We remain grateful for the solid work of the Office of the United Nations High Commissioner for Human Rights and would like to take this opportunity to ask your view, Madame Deputy High Commissioner, of what it will take to secure the resumption of the OHCHR operations in the territory of the self-proclaimed people’s republics?
Thank you.
