HRC28 Mali: Denmark calls on all parties to sign the peace agreement to ensure lasting peace and respect for human rights

Intervention by Denmark

Mr. President,
Denmark would like to thank the International Expert for his report and work in general at a very crucial moment for Mali. Supporting Mali in its efforts to promote lasting peace and stability is a high priority for the Danish government.
Denmark is deeply worried about the grave humanitarian and human rights situation in Mali as well as in the broader Sahel region. We condemn the continued violations of the human rights of the populations in Mali, including attacks on the right to life, forced disappearances, torture, sexual violence, arbitrary detentions and impunity for the human rights violators.

The initialling of the agreement for Peace and Reconciliation for Mali by the Government of Mali and some of the armed groups in the North has created a fragile momentum for a political solution to the crisis in Mali. Denmark calls on all parties to the conflict to urgently sign the agreement. The agreement should be the foundation for renewed efforts to promote lasting peace and respect for human rights in Mali and tackle root causes of the crisis through enhanced processes of inclusion and reconciliation. Denmark reiterates its strong commitment to support Mali and the Comité de suivi to ensure full and effective implementation of the peace agreement upon signature. We call on all parties to continuously respect the declaration on the cessation of hostilities of 19 February 2015.

We are deeply worried about the regular attacks on UN’s Mission MINUSMA in the Northern part of Mali as well as the recent terror attack in Bamako.

Denmark reiterates its full support to MINUSMA and commends the important efforts made by the mission to protect civilians and contribute to the creation of a secure environment for the safe, civilian-led delivery of humanitarian assistance in accordance with humanitarian principles.

Denmark would like to ask the Independent Expert the following questions:
- In case the peace agreement is not signed by all parties, what is your assessment of the consequences for the human rights situation in the Northern Mali? What should be the priorities of the international community in this situation?
