Report of the Secretary-General (A/HRC/43/25)

Statement on behalf of members of the Group of Friends of the UN Voluntary Fund for Victims of Torture

Delivered by Permanent Representative of Denmark Mr Morten Jespersen

I have the honour to deliver this statement on behalf of members of the Group of Friends of the UN Voluntary Fund for Victims of Torture.

Torture continues to be a global phenomenon. It leaves long-lasting physical and psychological scars on survivors, their families and communities.

Every year, the UN Voluntary Fund for Victims of Torture provides a crucial lifeline for many torture survivors and their families. We are pleased to note that in 2020 assistance will reach 40,000 people in 78 countries in all regions of the world.

In March 2019, a cross-regional group of 16 States  launched a Group of Friends of the Fund. The aim of the Group is to bring visibility to the rehabilitation of victims of torture and support the Fund to help rebuild the lives of torture victims globally.

On 2 April 2020, the Fund will convene a public panel to discuss the importance of a safe and enabling civic space to ensure assistance to torture survivors. The Group of Friends look forward to this event and invite all States to join.

The needs of torture survivors for rehabilitation and redress continues to outweigh the response. We therefore encourage all States to consider contributing to the Fund and supporting the global efforts to assist victims of torture and their families.

Thank you.
